I am running it as an administrator. I need some help on this. I have tried to run in compatibility mode as well but Nothing happens So i need help.

I am trying to create a database link from a RAC database to a remote database. I have added an entry for the remote database in the tnsnames.ora on all RAC servers.But when I try a SQLplus

I am running Oracle 7.3.4.
I am getting ORA-01031:Insufficient Privileges executing SYS.DBMS_SESSION.SET_SQL_TRACE when I call it from within a package I have written.
I have granted my user account EXECUTE pri on DBMS_SESSION, and can execute the SET_SQL_TRACE procedure successfully from the SQL prompt. It just can't get it to work when calling it from within the package.
Since the source is wrapped, I can not find out what privilege is missing. Please help me.... ...
